There really is not a skill guide for Beginner and Citizen because the game gives you a guide when you start the game. 

Plus most of the main skills are maxed by the time you get your first job. 

For the people who are trying to get level 200 in Beginner or Citizen Class skilling will not really matter because you are just going to whack those horny mushrooms and bosses to death.
